The federal highway trust fund – which taxes motorists 18.4 cents on every gallon of gas – faces a multibillion dollar shortfall next year. According to Federal Highway Administration data, Americans drove 9.6 billion fewer miles this May than they did last May. The decline continues a seven-month decrease that has amounted to 40.5 billion fewer miles traveled since November.
